Start to Play: Legalization of Online Gambling in Pennsylvania

Governor Tom Wolf has now signed sweeping new legislation that will allow gambling online, in truck stops and in airports across the state of Pennsylvania.

The fourth state to allow online gaming, Pennsylvania is also the first to allow online play for both commercial casinos and its lucrative state lottery, which delivered $1bn in profits on $4bn in sales.

The move has been widely perceived as a way to plug a large hole in government finances, with tax collected from the existing casino industry worth $1.4bn in the most recent fiscal year, the highest sum of any state.

Ten of Pennsylvania’s 12 existing casinos can bid on a licence for a new, smaller casino with hundreds of slot machines. The costs for each licence starts at $7.5m, with a table games certificate costing an extra $2.5m, for a casino limited to 750 slots and 30 table games.

Casinos will be able to offer interactive gambling parlours in eight airports, including Pittsburgh and Philadelphia, while qualifying truck stops can operate up to five video gaming terminals.

Wolf commented: “There’s been a lot of pressure from a lot of places in the commonwealth to actually expand this, and we do need some recurring revenue.

"Again, the goal has been all along to do what’s prudent, not cannibalise existing gambling revenue coming to the state, and I think what we’re settling on will actually do that.”

It’s been four months since the budget stalemate gripped Pennsylvania, with lawmakers expecting the gambling legislation to produce over $200m a year from casino licence fees and taxes to help reduce the projected $2.2bn deficit.

However, opponents to the bill say it was passed too quickly, with many protesting that they barely had a chance to read it, and warning that it carried unforeseen consequences and contained a number of sweetheart deals for casinos.

New Head of Global Gaming

Online gaming supplier Global Gaming has announced the appointment of Elaine Gardiner as its new Head of Affiliates.

Gardiner joins from Cherry Group, having worked for the operator’s affiliate division since 2013, most recently holding the position of Senior Affiliate Program manager. Gardiner also previously served as an affiliate manager for online sportsbook and casino site YouWin and has more than eight years’ experience in the igaming industry having held several affiliate management roles.

In her new role, she will be responsible for the development of the company’s affiliate department as the company looks to further expand its brands which include Ninja Casino, Kotikasino and Viking Slots.

The news comes after Global Gaming announced that its shares would be listed on the Nasdaq First North stock exchange in Stockholm for the first time.

In a statement announcing the appointment, Global Gaming CMO Morten Madsen said: “It’s a coup for us to welcome Elaine to the Global Gaming team, she has strong track record and knowledge of the affiliate industry, helping improve the performance of Cherry Affiliates during her spell with the operator, which was a major factor in our decision to appoint her as our new Head of Affiliates.”

“This is an investment in our affiliate department and it is just one of the many areas we are developing to support our future growth strategy.”

New Global Gaming head of affiliates Elaine Gardiner added: “I’m thrilled to have been given the opportunity to head Global Gaming’s affiliate division and I am looking forward to this new chapter in my career,”

December is Time for Locals to Play at Vietnamese Casinos

The Vietnamese government has reportedly issued a decree allowing its citizens to gamble at selected casinos with effect from 1 December.

Under the newly issued Ministry of Finance decree No 102/2017/TT-BTC, Vietnamese citizens who are over 21 years old and who have a declared monthly income of at least VND10m (US $440) for a period of at least a year before they choose to enter a casino will be eligible to do so.

In January 2017, the Vietnamese government approved a three-year trial period in which casinos could accept bets from Vietnamese citizens, where previously only foreign gamblers were allowed to enter Vietnamese casinos and gamble. This decree is the latest step in effectively regulating this process.

There are, however, restrictions on which casinos can offer gambling and only those resorts which have a total capital investment of at least $2bn are eligible to welcome Vietnamese gamblers. This threshold includes both gaming and non-gaming facilities.

Local gamblers will be required to pay VND1m for a 24-hour casino pass or VND25m for a month-long pass. At the same time, casino operators are responsible for collecting and accounting separately the proceeds from these pass sales, paying the proceeds back to the state budget within a period outlined in Vietnamese corporate income tax law.

The decree also stipulates that casino operators must open log books or issue electronic cards to monitor the people who are allowed to enter the casino, with those records being archived for a minimum five-year period and subject to examination by state agencies. This is to aid in the assessment of the impact of gambling on the Vietnamese population.
