The Second Casino in the Gold Coast

The government of Queensland has announced this week it has granted permission to build a second casino in the Gold Coast region.

According to local media, Mayor Tom Tate revealed he had received a written letter from State Development Minister Anthony Lynham in which he pledged support to erect a second casino resort on the Australian coast.

Although further details haven’t been disclosed, including whether the venue would be located on private or public land, it is expected the proposed second casino would be built on a large Southport site which would include Queen’s Park Tennis Club and the Southport Bowls Club.

Following the go-ahead, the state government will shortly launch a campaign seeking international developers and investors.

Despite its latest intentions, the state government ended the China-listed ASF’s $2.7bn plans for an integrated resort in the Gold Coast early in August.

“When we get knocked down, we get back up,” said Tate referring to the rejected ASF’s project.

“Council will withdraw its proposal (to build the integrated resort on the Southport Bowls Club site) to ensure everyone has an even playing field and we’ll have a look and test the market to see who’s got the best option for the city.

“When you put that together initially, you’re trying to go ‘well this will activate our CBD’. I’d say to everyone now — to give certainty to the bowls club and tennis club — that it’s opened up to the whole of the city and that site is no longer necessary,” he concluded.

Meanwhile in the neighbouring state of New South Wales, the poker industry has rejected a proposed AUS$5 spin limit in video poker machines at Canberra casinos.

Speaking to local news outlets, Ross Ferrar, Chief Executive of Gaming Technologies Association, said that the attempt to create a separate set of rules had been "a source of great frustration". He suggested unless this rule is discarded or the same stake restrictions were introduced citywide poker machines would not be viable.

“It is very difficult for us to understand how it would be possible to provide the Canberra casino with unique games with unique machines at a cost that would be anywhere near capable of sustaining a business case for their purchase," he said.

"Developing a game for a poker machine is a complex and very expensive process."

The Sunday Times has claimed that gambling operators are using a loophole to target minors, creating games that appeal to children without necessarily breaching The Gambling Commission’s terms and conditions.

The issue raised from the inquiry concerns the fact that stakes on the aforementioned games range from 1p to £600, and can be played for free without registration or any age verification checks. The industry has continued to deny such allegations, stating they have not deliberately tried to entice minors to use their games. Nonetheless, the Advertising Standards Agency has said it will investigate the claims.

In an open letter to the Editor of The Sunday Times, the Gambling Commission stated: “Protecting children from being harmed or exploited by gambling is a clear priority for the Gambling Commission. Where businesses fail to protect vulnerable people, especially children, we have and will continue to take firm action.”

Some believe gambling companies are to blame for the worrying statistics around underage gambling, with Dominic Lawson from The Daily Mail stating: “Gambling firms targeting children are just as wicked as drug pushers.”

However, others believe the investigation to be a farce, with GBGC Director Warwick Bartlett commenting: “Advertising is expensive, and gambling companies measure the return of every advert that is placed against new accounts vs cost, known in the trade as customer acquisition cost. Why would a gambling company spend millions trying to entice children to gamble when at the point of sale they cannot open an account?

“The company’s KYC would block them, they cannot deposit unless they are 18+ years. This is fake news. Cartoon characters are often used instead of real people because computer graphics are cheaper than paying for overpriced stars. Oh, and by the way they do not only appeal to children, adults like them too.”

Critics of the gambling industry have decided that only children or minors enjoy fictional characters and cartoons, which simply isn’t the case. “On a flight back from Las Vegas I walked down the aisle of the plane and saw thirty percent of adults watching the latest hit cartoon film Despicable Me,” added Bartlett.

The commission has passed on a Sunday Times dossier of over 30 games to the Advertising Standards Authority (ASA) for investigation. According to The Gambling Commission, nearly half a million children have been found to gamble in England and Wales every week, according to The Gambling Commission. Furthermore, in a report released last year in November, 6% of 11 to 15-year-olds have gambled online using funds from their parents’ accounts.

Industry expert and gambling consultant, Steve Donoughue states: “The fear that we have an epidemic of gambling addicted children lured online by cartoon characters used in online slots is nonsense and The Timesshould know better.

But what about the adults that let their kids play using their accounts? That would be a parenting issue, where are the failed politicians making a fuss about that?”

Aristocrat Ended the Great Acquisition

Australian slot machine manufacturer Aristocrat Leisure has announced the completion of a deal to acquire Israel-based social gaming company Plarium Global in a $500m deal.

The deal, which was initially agreed in August, sees Aristocrat pay an upfront fee of $500m cash and includes an earn-out arrangement payable to Plarium shareholders following the end of calendar years 2017 and 2018 respectively.

Aristocrat has confirmed that they have received all of the regulatory approvals required to complete the deal and will now take full ownership of the company.

Founded in 2009, Plarium is known for its various multiplayer online games such as Vikings: War of Clans, Terminator Genisys: Future War, Soldiers, Inc., Sparta: War of Empires, and Stormfall. The company has 1,200 employees in five different gaming studios and a number of offices in Europe, Israel and the US.

In a statement, Aristocrat’s Managing Director Trevor Croker said: “This acquisition is truly compelling as it increases our presence in the high-growth mobile gaming market and substantially increases the digital segment’s pro forma earnings contribution to Aristocrat.

“Importantly, the acquisition is expected to be EPS accretive in year one, and key management personnel have remained in the business.

“We are delighted to have Plarium and its exceptionally talented team join the Aristocrat family; we look forward to continue building our already very successful digital business together, for the benefit of Aristocrat’s shareholders and other stakeholders.”

Kevin Costner’s South Dakota Casino Shuts

A South Dakota casino owned by Hollywood notable Kevin Costner has shut its doors for good after 26 years of business.

On Tuesday, the Midnight Starcasino in Deadwood, SD announced it was riding off into the sunset, leaving around 40 staff members out of a job. The property opened in 1991, the same year the Costner-directed, South Dakota-located Dances With Wolves won multiple Academy Awards, including Best Director for Costner.

In an emailed statement to the Rapid City Journal, Costner said he had a “heavy heart” in announcing the casino’s closure, but said the property had a great run and he was “enormously proud of what the Midnight Star became.”

The property was an immediate hit following its opening, offering retail shopping, dining and drinking options in addition to gaming, along with plenty of Costner’s movie memorabilia. But the rapid expansion of casino operations across the US eventually took its toll, as newer and flashier options opened closer to home for many Midnight Star customers.

Costner said he opened the casino because of his “deep love for Deadwood and the Black Hills of South Dakota,” but Costner has been downsizing his presence in the state, including selling some of the 1k acres of land he owned near Deadwood.

The suddenness of the closure appears to have caught state regulators off guard, as South Dakota Commission on Gaming deputy executive secretary Craig Sparrow would only say he had “no comment about nothing” regarding the Midnight Star’s demise.

Costner’s future movie roles include Molly’s Game, the Aaron Sorkin-directed version of Molly Bloom’s book recalling her years playing host to exclusive high-stakes poker games involving film stars, athletes and Wall Street traders. Chinese police have arrested a former Macau casino VIP room employee for the theft of nearly HKD 5.5m (US $705k) in cash and casino chips.

Way back in March 2016, Macau’s Judiciary Police (PJ) were alerted to the internal theft of HKD 5m in cash and a further HKD 430k in chips from an unidentified casino in Macau’s ZAPE district.

The theft was reportedly carried out by a casino employee who was given the key to the casino’s cage by another staffer, allegedly for safekeeping. Instead, the thief used the key to purloin the cash and chips, after which he fled to the Chinese mainland and apparently vanished without a trace.

However, this week the PJ announced that the Guangdong Public Security Department had identified and apprehended the alleged thief in Zhongshan City on October 2. On October 6, the man was transferred to the custody of the PJ, who are continuing their investigation into the theft and the ultimate whereabouts of the missing HKD 5.5m. The man is expected to be face the appropriately named charge of “abuse of trust (massive amount).”

The alleged embezzlement was but one of a string of internal theft incidents to rock Macau’s casino and junket operators in recent years, right at the time when the special administrative region’s finances were already reeling from the rapid downturn in business caused by Beijing’s crackdown on corruption.

ONLINE BETTING SCAM RUMBLED
In an unrelated incident, the PJ announced last week that it had uncovered an online scam in which individuals were contacted via social networking platforms and tempted into depositing money into Macau bank accounts for the purpose of online betting.

However, once the money was deposited, the scammers broke off all contact with their marks, withdrawing the money from the accounts via ATMs, leaving the would-be gamblers high and dry. All told, the PJ believe at least 18 individuals were scammed via this method, leaving them out a total of HKD 1.3m.

On October 5, the PJ arrested one of the scammers, who told police that he was an indebted gambler who’d been forced to participate in the scheme by a criminal syndicate. The PJ has charged the man with fraud and money laundering, while intensifying its hunt for the scam’s organizers.

Macau presses cryptocurrencies

The Monetary Authority of Macau (AMCM) has issued guidance prohibiting financial institutions operating in the region from providing financial services to any businesses involved in virtual currency, citing concerns about money laundering and terrorist financing.

In a statement citing an earlier press release the AMCM said that: “Bitcoin is a type of virtual commodity which is neither a legal tender nor a financial instrument subject to supervision. Any trading of these commodities involves considerable risks, including but not limited to those relating to money laundering and terrorism financing, against which all participants should remain vigilant.”

The regulator underlined recent events in Mainland China, where authorities announced a sweeping ban on all initial coin offerings after deeming them an “illegal” method of fundraising earlier this month.

The AMCM added: “financial institutions and non-bank payment institutions are prohibited explicitly by Mainland authorities from providing services for these tokens and virtual currencies. At the same time, this Authority also issued a notice on 20 September 2017 to remind all the banking and payment institutions in Macao not to participate in or provide, directly or indirectly, any financial services for the related activities.”

Japanese have experienced gambling addiction

According to a government-commissioned report, around 3.2 million Japanese people have suffered from some form of gambling addiction at some point in their life.

The findings, which were published last Friday amid renewed concern about pathological gambling in the country since a law to legalise casinos took effect last year, showed that over of 3.6% of all interviewed people have responded that they have felt addicted to gambling at some point in their life. This figure, applied to Japan’s total population, suggests that 3.2 million people have experienced problem betting.

Las Vegas Tragedy

A horrific mass shooting on the Las Vegas strip has left many dead and hundreds wounded, as a result large parts of the Las Vegas Strip have been put into lockdown. The strip is currently sealed off to the public as emergency services continue to deal with the situation.

Reports are currently claiming that Stephen Paddock, 64, opened fire on festival goers from the 32nd floor of the Mandalay Bay Casino and Resort. As of now 50 people have been declared dead and more than 200 are injured. This is the largest mass shooting in recent US history. The gunman later shot himself. A 62 year-old woman who was his roommate in a retirement home has also been arrested.

As per usual the strip was extremely busy on Sunday evening. To make matters worse the shooter opened fire on people who were gathered opposite the Mandalay for a Country Music festival on the South End of the strip. Over 40,000 people attended the Route 91 event that the shooter began firing on.

The Mandalay Bay which is owned by the MGM Resorts Group tweeted the following: ‘This evening there was a tragic active shooter situation at the South End of the Las Vegas Strip. Law enforcement and emergency personnel responded quickly to the incident and secured the scene. Law enforcement requested that we put hotels in the vicinity on lockdown to ensure guest safety. We will provide more information as it becomes available’.

Jim Murren, MGM's chairman and CEO, in a statement said: "Our hearts and prayers go out to the victims of last night's shooting, their families, and those still fighting for their lives. We are working with law enforcement and will continue to do all we can to help all of those involved."
