Start to Play: Legalization of Online Gambling in Pennsylvania

Governor Tom Wolf has now signed sweeping new legislation that will allow gambling online, in truck stops and in airports across the state of Pennsylvania.

The fourth state to allow online gaming, Pennsylvania is also the first to allow online play for both commercial casinos and its lucrative state lottery, which delivered $1bn in profits on $4bn in sales.

The move has been widely perceived as a way to plug a large hole in government finances, with tax collected from the existing casino industry worth $1.4bn in the most recent fiscal year, the highest sum of any state.

Ten of Pennsylvania’s 12 existing casinos can bid on a licence for a new, smaller casino with hundreds of slot machines. The costs for each licence starts at $7.5m, with a table games certificate costing an extra $2.5m, for a casino limited to 750 slots and 30 table games.

Casinos will be able to offer interactive gambling parlours in eight airports, including Pittsburgh and Philadelphia, while qualifying truck stops can operate up to five video gaming terminals.

Wolf commented: “There’s been a lot of pressure from a lot of places in the commonwealth to actually expand this, and we do need some recurring revenue.

"Again, the goal has been all along to do what’s prudent, not cannibalise existing gambling revenue coming to the state, and I think what we’re settling on will actually do that.”

It’s been four months since the budget stalemate gripped Pennsylvania, with lawmakers expecting the gambling legislation to produce over $200m a year from casino licence fees and taxes to help reduce the projected $2.2bn deficit.

However, opponents to the bill say it was passed too quickly, with many protesting that they barely had a chance to read it, and warning that it carried unforeseen consequences and contained a number of sweetheart deals for casinos.

December is Time for Locals to Play at Vietnamese Casinos

The Vietnamese government has reportedly issued a decree allowing its citizens to gamble at selected casinos with effect from 1 December.

Under the newly issued Ministry of Finance decree No 102/2017/TT-BTC, Vietnamese citizens who are over 21 years old and who have a declared monthly income of at least VND10m (US $440) for a period of at least a year before they choose to enter a casino will be eligible to do so.

In January 2017, the Vietnamese government approved a three-year trial period in which casinos could accept bets from Vietnamese citizens, where previously only foreign gamblers were allowed to enter Vietnamese casinos and gamble. This decree is the latest step in effectively regulating this process.

There are, however, restrictions on which casinos can offer gambling and only those resorts which have a total capital investment of at least $2bn are eligible to welcome Vietnamese gamblers. This threshold includes both gaming and non-gaming facilities.

Local gamblers will be required to pay VND1m for a 24-hour casino pass or VND25m for a month-long pass. At the same time, casino operators are responsible for collecting and accounting separately the proceeds from these pass sales, paying the proceeds back to the state budget within a period outlined in Vietnamese corporate income tax law.

The decree also stipulates that casino operators must open log books or issue electronic cards to monitor the people who are allowed to enter the casino, with those records being archived for a minimum five-year period and subject to examination by state agencies. This is to aid in the assessment of the impact of gambling on the Vietnamese population.

Lucky Betting Number

Earlier I kept away from the thought to enjoy casino for real money and did not imagine what it is like. I wondered how people entertain themselves. When my students try to play or to have a side job as croupier, I had admonished for this stuff because it would have an adverse effect on their future job of lawyers. But nowadays I am the part of the gaming business. Sometimes I feel uncomfortable because I am surrounded by men only on the meetings.

People that are connected with casinos have been stood in another light for me. They are high- educated and intelligent, with the sense of delicacy. But then I was offered to remain with them I had 2 different feelings. Each conversion is the fund of knowledge and experience. From the one side, gambling and casino games are things that not for me because I am a teacher.

But from the other side I understood then you make something and like it, you could not leave it. One cannot limit the person because in the other case he will find the place to gamble. However, what this game be like? I want that every game in each country will be civilized. It is my purpose as the compulsive player. I actively learn the foreign experience in this sphere.

First my visit was to Prague and the next to Switzerland. I visited USA, Las Vegas and it got the great influence on my gambling vision. It will be better if each country has its own little gambling place and appeal a huge amount of players. It is important that each person has the opportunity to spend the pleasure in online casino in order that gambling houses exist as the full-time enterprises of the holidays.

Some years left before I crossed the threshold of casino place and what did I see? Nothing awful! There was beautiful ladies and gentlemen, the worthy atmosphere. Play or not to play – it is your choice! I am able to notice that some countries have the problem with the culture of relax. Recently I visited Finland and was amazed of fines’ time spending. They are drinking a lot!

The great part of people that work in the gambling industry do not play casino games. It is not because they are afraid to lose money. Their excitement has another demonstration. Each day they have a lot of adrenaline that is why they are not able to seek in the games.

At the end of my story, I want to tell that there is no bad numbers in the game as there is no bad weather or miserable days. Sometimes there are circumstances that can spoil the day. I believe that each day and each number is happy!

The Second Casino in the Gold Coast

The government of Queensland has announced this week it has granted permission to build a second casino in the Gold Coast region.

According to local media, Mayor Tom Tate revealed he had received a written letter from State Development Minister Anthony Lynham in which he pledged support to erect a second casino resort on the Australian coast.

Although further details haven’t been disclosed, including whether the venue would be located on private or public land, it is expected the proposed second casino would be built on a large Southport site which would include Queen’s Park Tennis Club and the Southport Bowls Club.

Following the go-ahead, the state government will shortly launch a campaign seeking international developers and investors.

Despite its latest intentions, the state government ended the China-listed ASF’s $2.7bn plans for an integrated resort in the Gold Coast early in August.

“When we get knocked down, we get back up,” said Tate referring to the rejected ASF’s project.

“Council will withdraw its proposal (to build the integrated resort on the Southport Bowls Club site) to ensure everyone has an even playing field and we’ll have a look and test the market to see who’s got the best option for the city.

“When you put that together initially, you’re trying to go ‘well this will activate our CBD’. I’d say to everyone now — to give certainty to the bowls club and tennis club — that it’s opened up to the whole of the city and that site is no longer necessary,” he concluded.

Meanwhile in the neighbouring state of New South Wales, the poker industry has rejected a proposed AUS$5 spin limit in video poker machines at Canberra casinos.

Speaking to local news outlets, Ross Ferrar, Chief Executive of Gaming Technologies Association, said that the attempt to create a separate set of rules had been "a source of great frustration". He suggested unless this rule is discarded or the same stake restrictions were introduced citywide poker machines would not be viable.

“It is very difficult for us to understand how it would be possible to provide the Canberra casino with unique games with unique machines at a cost that would be anywhere near capable of sustaining a business case for their purchase," he said.

"Developing a game for a poker machine is a complex and very expensive process."

Online Gambling & Fake News

The Sunday Times has claimed that gambling operators are using a loophole to target minors, creating games that appeal to children without necessarily breaching The Gambling Commission’s terms and conditions.

The national newspaper’s investigation reported that operators were luring children to gamble with their favourite cartoon and storybook characters in online betting games.

The issue raised from the inquiry concerns the fact that stakes on the aforementioned games range from 1p to £600, and can be played for free without registration or any age verification checks. Some of the companies and games named include Peter Pan on the Paddy Power website, Jack and the Beanstalk on the 888 website and Moon Princess on the Casinoland website.

The industry has continued to deny such allegations, stating they have not deliberately tried to entice minors to use their games. Nonetheless, the Advertising Standards Agency has said it will investigate the claims.

In an open letter to the Editor of The Sunday Times, the Gambling Commission stated: “Protecting children from being harmed or exploited by gambling is a clear priority for the Gambling Commission. Where businesses fail to protect vulnerable people, especially children, we have and will continue to take firm action.”

Some believe gambling companies are to blame for the worrying statistics around underage gambling, with Dominic Lawson from The Daily Mail stating: “Gambling firms targeting children are just as wicked as drug pushers.”

However, others believe the investigation to be a farce, with GBGC Director Warwick Bartlett commenting: “Advertising is expensive, and gambling companies measure the return of every advert that is placed against new accounts vs cost, known in the trade as customer acquisition cost. Why would a gambling company spend millions trying to entice children to gamble when at the point of sale they cannot open an account?

“The company’s KYC would block them, they cannot deposit unless they are 18+ years. This is fake news. Cartoon characters are often used instead of real people because computer graphics are cheaper than paying for overpriced stars. Oh, and by the way they do not only appeal to children, adults like them too.”

Critics of the gambling industry have decided that only children or minors enjoy fictional characters and cartoons, which simply isn’t the case. “On a flight back from Las Vegas I walked down the aisle of the plane and saw thirty percent of adults watching the latest hit cartoon film Despicable Me,” added Bartlett.

The commission has passed on a Sunday Times dossier of over 30 games to the Advertising Standards Authority (ASA) for investigation. According to The Gambling Commission, nearly half a million children have been found to gamble in England and Wales every week, according to The Gambling Commission. Furthermore, in a report released last year in November, 6% of 11 to 15-year-olds have gambled online using funds from their parents’ accounts.

Whilst there is a common view that should these shocking statistics should be blamed on the gambling industry, some would argue there is an issue here with parental negligence.

Industry expert and gambling consultant, Steve Donoughue states: “The fear that we have an epidemic of gambling addicted children lured online by cartoon characters used in online slots is nonsense and The Timesshould know better.

“Yes we have sites which allow people to play for free without age verification and so logically this could mean children play them. Does this mean the industry is targeting children? No it doesn't. They aren't allowed to gamble and age checks will pick them up if they try and play for money.

“So will they become addicts if they play for free? Probably not because children have been playing gambling style games for centuries and still less than 1% get a problem. But what about the adults that let their kids play using their accounts? That would be a parenting issue, where are the failed politicians making a fuss about that?”
